Windows 8 Help - Task Schedular Engine

Alright, I have found tons of links on here that didn't work for me AT ALL. Basically my problem is when I open a program I have been trying to use running on Task Scheduler Engine (32 bit) apparently. So basically when I started my program for the first time it worked fine and I was able to go through all the features fine. I continued on with it and eventually restarted my computer cause my keyboard started making dinging sounds when I pressed buttons (it came from the speakers and I am on a dell inspiron 15). So I restarted my computer and when I tried to start my program again it took a second to load, then suddenly I got a message saying "Task Scheduler Engine has stopped working" (I'm not sure if that is what it said due to the split second it popped up for.) So I tried to start the program again and I immediately opened task manager and went to Processes then scrolled down to find "Task Scheduler Engine (32 bit)" under Background Processes. So far I have tried restarting my computer (5 times) and re installing the program. Nothing so far has worked so I came here. 

Another problem I have is the keyboard. It happens when I hold down a key for too long but I don't know how to fix it. I know it's a lot to ask for, but if you could help me with BOTH of these problems that would be great. A reason to this that I think may have been a possible answer is that the program is 32 bit, but I am running 64 bit.
