Performance issues on my D drive

I have two disk

C: = OCZ (SSD)

D: = Western (HDD)

I get random fps drops (games stalls for 1-3 seonds). This happens in both offline and online games (ie. CS GO and Deadlight). Sometimes the computer stalls in general, ie. it takes a sec or two before my complete folders get listed under my D drive. All my games are pretty much installed on my D drive as well.

When I install CS GO on my C drive I don't get any fps drops at all.
I have around 200gb left out of 750 gb. I just took a defrag on my D drive. FPS drops occurs without exception so I don't think it's any tasks interfering. I'm using MSE (preinstalled with W8.1) and never had anything else. I have had this problem before I took a clean install of W8.1 as well.

Any help would be mostly appreciated!
