Unable to enable error reporting

I need to enable error reporting but it says that it was disabled using Group Policy. I disabled any setting in Group Policy that would disable error reporting and lets you turn it on but after a week or soGroup Policy TAKES OVER THIS SETTING EVEN THOUGH I DISABLED ANY ENTRIES IN GROUP POLICY EDITOR THAT COULD DISABLE ERROR REPORTING. I had this problem since i got my Surface Pro... In Windows 7 Ultimate you did not have this problem, it was enabled by default in W7 but in Windows 8 Pro it is disabled by default using Group Policy...
I have all the latest updates available!
